Abstract

Rural revitalization depends on people. County-level regions serve as the basic units for urban-rural talent aggregation and rural talent revitalization. Constructing an "attract-cultivate-retain-integrate" talent system constitutes the core pathway for addressing rural talent shortages and enhancing rural development resilience. From the perspective of rural developmental vulnerability, this paper explores the logical relationships and action mechanisms through which talent attraction, cultivation, retention, and integration empower rural talent revitalization. It systematically constructs an evaluation index system for rural talent revitalization encompassing four dimensions: talent attraction vitality, talent cultivation capacity, talent retention motivation, and talent integration effectiveness. Based on field survey data from suburban villages in Beijing, this study empirically examines the impacts of talent attraction, cultivation, retention, and integration on rural talent revitalization using cross-sectional data. The findings reveal that talent attraction, cultivation, retention, and integration exert significant positive effects on rural talent revitalization. In terms of dimensional strength, the effects rank as follows: cultivation capacity, retention motivation, integration effectiveness, and attraction vitality. The study indicates that skill improvement and social embeddedness serve as core transmission channels. The governance effects of the attract-cultivate-retain-integrate framework exhibit village-level heterogeneity: industry-driven villages, art-led villages, and collective-economy villages demonstrate differentiated performance across the four dimensions. This paper supplements research limitations and future research directions in the conclusion section.
